Countdown to detailed proposal deadline for new Tuggeranong ice rink

The ACT Ice Sports Federation (ACTISF) has begun a countdown set by Sports Minister Yvette Berry for developers Pelligra Group and facilitator Cruachan Investments to complete and submit an updated detailed proposal for the twin-sheet ice sports facility in Tuggeranong.
The 13 January 2026 deadline for more detail comes following the proponents’ response to a draft project agreement which the ACT Government reviewed, but found lacking sufficient detail.
“Following receipt of the response received from Cruachan/Pelligra on 3 October, the Territory sent further correspondence to the proponents on 18 November requesting an updated detailed proposal for the proposed ice sports facility be provided for the nominated site in Greenway, Tuggeranong,” the minister said in her quarterly report recently tabled in the Legislative Assembly.
“This quarterly update details progress made during the quarter, up to 1 December.
“The updated detailed proposal is due to be submitted by the proponents on or before 13 January,” she added.
ACT Ice Sports Federation first raised the need for a new ice sports facility with the then-ACT Government in 2015. It has been more than three years since the government put $16.2M on the table towards the facility’s design and construction, and five years since they made the site on Rowland Rees Crescent available for development.
Following a series of issues raised by the proponent since 2022 including: floating alternative locations; highlighting the number of trees on the site; and flagging concerns for the site’s gradient and water run-off, the federation initiated a petition last month demanding progress.

“The campaign seeks to draw the Legislative Assembly's attention to the urgent need for progress on the Canberra Arena and calls on developers Pelligra Group and facilitator Cruachan Investments to start building the twin-sheet ice sports centre in Tuggeranong as soon as possible,” said ACTISF spokesman Sandi Logan.
The existing facility in Phillip is outdated, unable to meet demand, and nearing the end of its operational life though ice sports participants are grateful Geocon continues to maintain and improve it for the community to use.
“Delays to the Greenway project have been deeply disappointing; it's time for action," Mr Logan added.
The petition is approaching 1000 signatures – electronically, and on hard-copies. It remains available online (Deliver an Ice Sports Venue in Tuggeranong ACT Legislative Assembly), at the Phillip Ice Rink, and through ice hockey, figure skating and broomball representatives until late February 2026.
